Frederick Gerard ‘Fred’ Horgan

Frederick Gerard (Fred) Horgan has been a rule’s official in New Brunswick for 36 years (1964-2000) holding virtually every capacity possible: rules interpreter, Evaluator, Teaching clinician, officials assigner for games, and executive member. He was voted Basketball NB executive of the year twice (1985, 2001), and is a member of Basketball certification organization for that province. He was inducted into the Saint John Hall of Fame in 1994 and the NB Sports Hall of Fame in 1995 and Honorary Member, Basketball NB in 1996 and Sport NB official of the year in 2001.
However extensive his work in NB, it would be his work on similar levels and positions within Canadian Basketball (CABO) and with the International Assn. of Approved Basketball Officials (IABBO) that makes him eligible for the MSHOF.
NATIONAL: In addition to being a founding member of CABO (1974), he held virtually all positions in that organization over 26 years, including national rules interpreter for Canada form 1991-2000; CABO education officer (1978-1991); Canada Basketball Development (1982-1989); youth initiatives; and for 10 years as a member of Canadian Basketball Official’s certification. As such he won the Tom Earley Memorial Award (CABO’s highest) in 1993 and was inducted into the Canadian Basketball Hall of Fame in 1996. Concurrently, he was also on the Board of Evaluators and was national rules interpreter for some eleven years.
WRITING, FILM: In addition he did considerable writing: he conceived and edited the CABO Newsletter Post Play for 12 years; authored/edited CABO Official’s Handbook for 14 years, as well as sets of Instructional Transparencies and authored three “How to” books for Basketball Canada. After his active retirement”, Fred was also the technical advisor for two Eastman Kodak’s instructional films: By the Rules and wrote several scripts for other instructional films, as well as the consultant to Basketball Canada’s national implementation of FIBA Rules from 2006-2009.
INTERNATIONAL:
This list is even more extensive that the first two – these are but a few of them: he created FIBA Rules Casebook; President of the America’s Technical Commission and was Commissioner to two Pan-American games, 27th and 28th Olympics; World Juniors; Caribbean Junior-Senior Championships; World’s Master games and FIBA certification programs in well more than 30 locations (cities/countries) in Canada, USA, Caribbean and Australia for about 20 years. He was on one of only 15 world-wide official instructors on the Rules of the Game. His resumé is six pages long, but these seem among the more important ones to summarize here today.
Fred was an educator by profession for 33 years; he was inducted into the Order of Canada in 2004 for his contribution to basketball in Canada for over 35 years.
